He offered that listening, transparency, and storytelling rooted in real impact are essential to public trust.

Troy also highlighted his communications work for underserved educational communities through the Biden White House working group on HBCUs, TCUs, and HSIs. His strategy? Meet audiences where they are—digitally, emotionally, and culturally.

Outside of government, Troy’s leadership shines in the nonprofit world. As Vice Chair of the Diversity Action Alliance and a board member of Big Apple Performing Arts, he champions equity, inclusion, and the intersection of communication with arts and culture. He believes the arts play a crucial role in strengthening community ties and fostering empathy.

Looking ahead, Troy is completing his master’s at Columbia University and remains deeply committed to mentoring the next generation of diverse communicators. His advice for young professionals: “Know your why. Your story and your voice matter—use them to serve and uplift others.”
